Red Deer Shooting Centre
Red Deer Shooting Centre contacted Salomons Commercial to identify an acceptable site for the Red Deer area to build an indoor shooting range. The concept was unique in that it would provide a range that could be used for competition events, RCMP and military training, and for sport enthusiasts.
Due to the size and design of the concept required, it quickly became apparent that an industrial building would be the best fit rather than designing a custom structure. However, the use was deemed to be commercial which meant that any site in the City of Red Deer would either not work from a zoning perspective or just be too expensive. Therefore selecting a site in Red Deer County - which has a more robust land use bylaw - was decided as the best option.
It was determined that a site in an industrial park would be most appropriate for a indoor shooting range and Red Deer County's land use bylaw allowed "Commercial Recreation Facility - Indoor" in their Business Service Industrial (BSI) zoning. It was also recommended by Salomons Commercial that the building be designed in such a way that if the indoor shooting range business didn't work out as planned, the building could be converted into an industrial building and then leased to an industrial user.
Halfway into the project it was discovered that in Red Deer County's land use bylaw, it had specifically listed an indoor shooting range under its "Intensive Recreation" definition, along with other uses such as equestrian and playing fields. The problem was that Intensive Recreation was only permitted under its Agriculture zoning (which wasn't appropriate) or their C5 Commercial zoning (which didn't exist in Red Deer County).
After several meetings with Red Deer County, they (very gratefully) were in favour of taking the indoor shooting range out of the Intensive Recreation definition, creating a new definition for "Indoor Shooting Range" and putting this new definition as a discretionary use under the BSI zoning and the Medium Industrial zoning. This allowed the Red Deer Shooting Centre to go forward with their planned development in McKenzie Industrial Park.
Red Deer Shooting Centre's development includes both 25 yard and 50 yard ranges. The 50 yard ranges also allows the target to have flashing lights, rotation of the target and the target moving away or towards the shooter. It also has a retail section, classroom for obtaining your license, and members locker room. The equipment is state of the art and has an extensive HVAC system for keeping the air fresh and a collection system for rounds.
